Federal accreditation policy is being rewritten. Through the AIM negotiated rulemaking, the U.S. Department of Education is revising 34 CFR Part 602, the regulation that governs how accreditors arerecognized, and therefore what every institution they accredit must document. The direction is unmistakable: less weight on inputs, far more on outcomes. Faculty counts, library holdings, and contact hours give way to a harderquestion: can you show, with evidence that is objective, structured, and comparable across institutions, that your students actually learned what the credential certifies?

A dissertation documents a result. It has never documented the reasoning that produced it, and in an era of generative AI, the finished artifact no longer reveals who did the thinking. The Reflection Engine, built into the Intellectus360 research suite, captures a student’s analytical reasoning at the moment of each major decision and maps it competencies.
